"We did have the chair of the management committee negotiating, but how it worked is that we were having meetings and then we were reporting back, making decisions and reporting back and I think maybe it would have speeded things up if the person doing that negotiation on behalf of the committee had been given a very clear brief and some authority to make some decisions."
