Why not try it out for yourself? Draw up a list of arguments in favour of opening a hostel for homeless people near where you live and then write down the disadvantages. Then see what your neighbours think. If you feel confident enough, you could test out these differing arguments on at least five different households where you live and find out the state of current public opinion.
